Halawa View is a utilitarian high rise located directly across the highway from the Arizona War Memorial of Pearl Harbor. With view from most units looking down on battleship row, history is never far away at this property. The property suffered from heavy use, a population of large families and a windy tropical environment. All finishes, fixtures and systems were in great need of replacement. The 9% tax credits were combined with HUD-FHA 221d-4 backed debt and the resultant project took a troubled property and made it a star. All systems and infrastructure were replaced. Over 250kw of solar power generation was added, an all new lanai was built and the project achieved combined LEED Silver (high rise building) and Gold (two low rise buildings). To retrofit 1970s concrete block buildings and achieve these certifications is unprecedented. Governer Ige attended the ribbon cutting and helped the project team celebrate the turnaround of the property and preservation of an irreplaceable affordable housing asset right along the new transit line.
